The European Commission points out that the community economy is increasingly dependent on workers from non-EU countries and identifies legal migration as a relevant tool to maintain European competitiveness. In this context, two initiatives are of particular importance: the implementation of the new Single Permit rules and the creation of the so-called EU Talent Pool.

The new Single Permit framework aims to simplify access for non-EU citizens to the European labour market through a procedure that integrates residence and work authorisation into a single permit. Among the changes introduced, it is worth noting the possibility for certain individuals who already hold a valid residence permit to submit their application directly from European territory, without the need to return to their country of origin. Furthermore, Member States must process applications within a maximum period of 90 days, including, where applicable, the procedure related to labour market testing.

The reform also incorporates greater guarantees for workers from third countries. The European Commission highlights, among other issues, the obligation to inform workers about their rights, certain possibilities to change employers, and the option to remain in the country during a period of unemployment while the permit remains valid. Member States had until May 2026 to adapt their national legal frameworks to the new rules.

The second element of this strategy is the EU Talent Pool, conceived as a European-wide platform intended to facilitate the international recruitment of professionals from outside the Union. The system will allow candidates to create profiles with information on their skills, qualifications, professional experience, and language knowledge, while employers will be able to publish offers aimed at international talent. The platform is intended as an instrument to connect the recruitment needs of European companies with qualified professionals from third countries more efficiently.

Although the legal framework for the Talent Pool entered into force in June 2026, the European platform is still in the development phase and is expected to be fully operational by the end of 2027. Its creation reflects an underlying trend: the recruitment of international professionals is beginning to be integrated more structurally into European employment, competitiveness, and mobility policies.
